    The Philippines named Davao s their top “next wave” city for the Business Process Outsourcing. In the province of Davao del Sur the city is located there was tagged by the Business Processing Association of the Philippines (BPAP), Commission on Information and Communications Technology (CICT) and the Department of Trade and Industry as heading a list of top outsourcing sites.

    Rounding up roll were the cities of Sta. Rosa in Laguna; Bacolod in Negros Occidental; Iloilo in Iloilo; Metro Cavite; Lipa in Batangas; Cagayan de Oro in Misamais Oriental; Malolos in Bulacan; Baguio in Benguet and Dumaguete in Negros Oriental.     Oscar R. Sanez the BPAP Chief Executive said Davao ranked the top for the availability of graduates and talented workers and also had good scores in terms infrastructure and cost. Davao along withe the other cities in Mindanao, suffered in terms of their business environment scores due to advisories issued by the other countries against travelling to the island.

    Mr. Sanez stated that Davao was penalized by the two points because to the travel advisors of countries such the United States, it scored a three from the possible five, other cities in Mindanao were also affected. Davao currently hosts 20 outsourcing companies with 6,500 workers.

    By 2016, the Business Processing Association of the Philippines is confident of hitting its stretched target of hitting $25 billion revenues will push for the rebranding of outsourcing to shed negative implications in the wake of a protectionist stance in the United States, the industry’s key market.

    The BPAP Chairman and President and Chief Executive officer of Livelt Investment Industry, Alfreso Ayala said that he do not like the word lobby but more of a dialogue.     President Benedict Hernandez said that the Philippines has to tap on what he calls are sweet spots in outsourcing by moving up the value chain. The Philippines is now number one in voice services, however it is to make a dent in non-voice where its share is about 15% percent and in information technology software where it has only 5%. Ayala said that the Philippines IT-BPO industry is making good progress towards achieving the stretch goals of Road Map 2016. They aim to become the world’s number one destination not just for call centers but other select non-voice segments of IT-BPO, generate a total of 4.5 million direct and indirect jobs and achieve cumulative revenues of US$96 billion for 2012-2016.

    This 2012. BPAP expects to generate US$13.4 billion in revenues and 772,000 full time employees. The figures are seen to increase in 2013 to $16 billion and 926,000 FTEs.     Chair person of the Senate Committee on Foreign Relations and Committee on Cultutal Communities, Senator Loren Legarda says, the peace framework agreement between the Moro Islamic Liberation Front (MILF) and the Philippines Government must be coupled with economic progress to make peace last in Mindanao. The ink on parchment cannot solve the problem, it will be a long and arduous process. Without an economic package, any peace agreement will not be successful. She also added that and it’s not enough that resources are made available. Resources must be translated into jobs livelihood, education, food, welfare and healthcare for the Bangsamoro people.

    The framework agreement which will be signed aims to replace the Autonomous Region of Muslim Mindanao with a new region called Bangsamoro people. The agreement is an opportunity to achieve the long-elusive peace in the region. Let them give peace a chance, let them explore all possibilities within the bounds of our national sovereignty to achieve the long  elusive peace in Mindanao. Legarda pointed out that the long-running conflict in the region has made socio economic development difficult.

    She said that the Mindanao is home to 6 to 10 poorest provinces and 17 of the 20 poorest municipalities in the country, the armed conflicts since the 1970s have cost at least 120,000 lives and in 2000-2001 alone, 985,412 person have been displaced. The World Bank estimates that investment deflection not only from conflict afflicted areas, however from Mindanao as a whole increased the economic cost of the Mindanao conflict to more than $10 billion during the years 1975-2002. The widely hailed peace framework agreement is an opportunity that should be seized immediately to allow for economic progress.

    The prospects for peace and prosperity in Mindanao should be welcome by all Filipinos with these figures as a backdrop. They must grab this opportunity now as it may not come again and commit to the economic component of the peace agreement or it will fail again.     The previous Moro National Liberation Front commander believes that there is no reason for the group to feel slighted by the government’s blueprint of a framework peace agreement with the Moro Islamic Liberation Front. Its says that their respective peace agreements with the state both contributes to securing the future of war torn in Mindanao.

    Tupay Loong, the Sulu Representative who used to be with the MNLF also appealed to MNLF leader Nur Misuar to give the new framework agreement a chance. For the creation of the Bangsamoro, the latest agreement would pave way, a new autonomous region that would replace the Autonomous Region in Muslim Mindanao. He said that the framework agreement with the MILF should not be perceived as disregarding the 1996 peace deal with Misuari’s group, since the MILF pact would complement the MNLF peace settlement in the year 1996 and would fill in the gaps that it had not addressed. The 1996 deal had not resolved all of the problems in the Muslim Mindanao.l

    Base on the Philippine Daily Inquirer the agreement of framework should not be perceived as setting aside the MNLF agreement. In the new deal, the concerns of the MILF that were not part of the MNLF agreement are what tackled. The importance of the MNLF’s 1996 peace deal would stand. There will be no framework agreement without the former agreement, so that framework agreement will add to what was already being done to improve the previous agreement. The ultimate goal is really for the welfare of the Filipino Muslims in the country.

    The framework agreement was illegal and violated the year 1996 peace deal and the 1976 Tripoli Agreement said by Misuari. In the international Court of Justice and rejected offers to sit in the transition commission that would draft the basic law for the creation of the Bangsamoro, Misuari threatened to sue the government. Base in the government’s peace negotiators earlier stated that the MNLF was not being out in the peace talks with its rival group and that the government has been working with them to ensure an all inclusive peace and process. \

    With the MILF, Loong does not think that there was any intention on the part of the government to brush off the deal with Misuari’s group when it struck a new agreement. He also stated, what the MILF is trying to advocate in the government is just to improve the system of governance and to expand the areas of autonomy. Misuari should let the new deal work to bring about the peace it promises who also chairs the House committee on Muslim Affairs

    Loong stated that there is no basis for any group to disturb because the government’s intention is to really address peace and order problems in the Muslim community so that the Muslim region can also catch up with the developments in the other regions. He stated that  most of the people in Muslim Mindanao have long been tired of strife and have a long wanted to live under peace, development and unity.

    Cybercrime Law officially recorded as Republic Act No. 1017. It is a law in the Philippines approved last September 12 2012, it aims to address legal issues concerning online interactions. Cybersquating, cybersex, child pornography, identity theft, illegal access to data and libel are the cybercrime offenses in the bill.

    The Philippines Supreme Curt suspends implementation of the country’s anti-cybercrime law while it decides whether certain provision violate civil liberties. The secretary of Department of Justice Leila de Lima stated that the court issued a temporary restraining order topping the government from enforcing the law signed by the Philippines President Benigno Aquino III. The law took effect however there has been no report of anyone being charged with violating it.

    The court suspends the law for 120 days and scheduled oral arguments for January 15. It establish the government to acknowledge within 10 days to 15 petitions seeking to declare the law unconstitutional.

    A new cybercrime law in the Philippines that could see people jailed for 12 years for posting defamatory comments on Twitter and Facebook is generating outrage among right group and netizens. The stated goal of the wide ranging law is tackle a multiplicity of online crimes like hacking, pornography, identity theft and spamming, following police complaints that they lacked the legal tools to combat them. But, the act also includes a provision that puts the country’s criminal libel law into force in cyberspace, yet with far tougher penalties for internet defamation than in traditional print media.

    “People who will post a libelous comment online in Facebook, Twitter or anywhere, he/she will face a maximum prison sentence of 12 years and a fine of one million pesos. A newspaper editors and other trained professionals working in traditional media face prison terms of just four years and fines of 6,000 pesos for defamation.”

    From the personal user accounts on social media and listen in on voice/video applications like Skype  the Cybercrime Act also allows authorities to collect data without a warrant.

    Noemi Dado a prominent Manila blogger who edits a citizen media site called Blog Watch stated that the unwary teenagers retweeting or reposting libelous material could find themselves facing the full force of the law. Dado also said that  not everyone  is an expert on what constitutes libel, imagine a mother like teenagers and kids who love to rant and it really hits their freedoms.
