    English proficiency in PH still good

     

    The Philippines among countries with a high English proficiency, the country continue to be competitive as evidence by the outsourcing industry.  The US-based English training and testing Education First came out with an English proficiency ranking report of 44 countries.  Malaysia had the highest English proficiency index of 55.54, a high proficiency level and it ranked 9th based on the report.  The Philippines was not included in the ranking, though an industry that offers English-based outsourcing services.  The ranking report has received some criticism especially among Filipinos.

    The Kazakhstan ranked as 44th with a very low English Proficiency of 31.75 but the absence of the Philippines does not mean that the country is fairing.  There was an insufficient data to render a ranking for the Philippines, this is an email reply from Eric Feng, he is the executive from EF’s Hong Kong Office.

    From 2007 to 2009 the data is the number of EF test takers per country and the minimum limit to be part of the ranking  is 400 test takers.  The countries with less than 100 test takers per two or more test offered by the EF per country.  In taking the exams, there were only a few Filipinos that took it.  In the Philippines, the EF does not have an office.  Feng cannot speak about the possibility of including the Philippines in their future rankings.  He said that he should have a clearer idea three to four months from now.

    The Philippine country still enjoys a good English speaking population even though without an English proficiency ranking.

    The vice president for the Business Process Association of the Philippines stated that with Western cultures, the Philippines still has a competitive edge in English proficiency that is primarily due to its affinity. The Filipinos consume a lot of foreign films and TV in English,  this is with a rarely dubbed or given subtitles.  The school textbooks and medium of instruction are also mostly in English except for Filipino-related subjects.  This not mean that English proficiency is constantly good among Filipinos, the proficiency itself is declining a relative to the growth of The Business Process Outsourcing industry demands.

    The hiring rate is still around two out of 100 interviewees, the hiring rate is still rather a low now. Langford said that they need to continue to partner with the government and academe to raise the level of English proficiency of the Filipinos in order to sustain the future growth of the industry in the Philippines.

    Outsourcing is the fastest now in the in the industry which is this is the best among the ways of th business to have a best development and performance.  People and businesses can get a good benefits and can earn money. Everyone has a freedom to outsource,  the Business Process Outsourcing helps people to use their skills especially in speaking and writing. Though some people did not passed on the call centers but still there are more outsourcing companies that gives an opportunity in all of the people out there.  The Philippines became the number one because of outsourcing.
